Heidelberg Materials is jointly responsible for the exploitation of Palestinians

As part of the research project "Mind the Gap", the independent research centre on multinational companies "SOMO" together with the Palestinian NGO "Al-Haq" published a recent, detailed report on the human rights violations of HeidelbergMaterials in the occupied Palestinian territories (1).

It all began in 2007, when HeidelbergMaterials acquired the British company Hanson and its Israeli subsidiary Hanson Israel (2). Hanson has been operating the "Nahal Raba" quarry for 13 years. This lies just behind the 1949 Green Line, which separates Israel and the Palestinian territories, and thus on the Palestinian side. According to the report by SOMO and Al-Haq, the activities at the quarry lead to various human rights violations and violations of international law (1).

The mining of stones within the occupied territories violates the right of Palestinians to self-determination and full sovereignty over natural resources. All mined resources currently benefit the Israeli population and the Israeli construction industry by being used, for example, for Israeli settlement construction in the occupied territories. The Palestinians, on the other hand, were forbidden to enter their own land and use their resources. They thus lose economic opportunities and suffer from pollution caused by the quarry.

HeidelbergMaterials, as the owner of Hanson Israel, is knowingly and willingly involved in Israel’s illegal extraction of raw materials in the Palestinian territories. However, the company denies its responsibility for human rights violations and claims, for example, that Palestinians are employed in the quarry (3). Legally, the Group has secured itself well, as it is divided into separate legal entities and thus the parent company is protected from any liability for the activities of its subsidiaries (1).

In 2019, HeidelbergMaterials also announced under public pressure that it would sell the Nahal Raba quarry, but without mitigating the damage caused or seeking effective redress (1). The sale has not yet taken place, but in a letter dated August 2020, the group announced that a buyer had already been found (4).

Numerous people and alliances protest against the actions of HeidelbergMaterials in the West Bank. In 2016, the umbrella organisation of critical shareholders called in vain for the separation of the parent company from Hanson Israel, provided that the illegal settlements or the illegal construction of the wall and the non-compliance with international law in the Israeli-occupied West Bank are supported from there (5). Transnational associations such as Human Rights Watch (6) repeatedly draw attention to HeidelbergMaterials’ responsibility.

Of course, there are also protests from local environmental groups and human rights activists: inside, such as the Israeli-Palestinian group "One Climate", which chained together in November 2020 the access to the HeidelbergMaterials quarry blocked.
